Build Canada Homes Accelerates Affordable Housing in Winnipeg
Treaty One Nations is pleased to share the following announcement from the Government of Canada and Build Canada Homes regarding new housing development on the Canada Lands Company (CLC) portion of Naawi-Oodena. This milestone reflects the continued collaboration between Treaty One First Nations and Canada Lands Company to advance our shared vision for Naawi-Oodena — a vibrant, inclusive community that honours First Nation culture while addressing Winnipeg’s growing housing needs.
Winnipeg, Manitoba – November 12, 2025
Changes in the global trading system are causing massive disruptions and uncertainty for Canadians. The world has changed, and Canada’s economic strategy must change with it.
Budget 2025: Canada Strong is Canada’s plan to transform the economy — from one reliant on a single trade partner to one that is stronger, more self-sufficient, and more resilient to global shocks. This plan will enable $1 trillion in investments over the next five years to strengthen our economy and build communities across the country.
Central to that plan is building — major infrastructure, thousands of new homes, and stronger communities.
To that end, the Government of Canada has launched Build Canada Homes, a new federal agency that will help double the pace of homebuilding over the next decade. The agency will deliver affordable housing at scale — including transitional and supportive housing, deeply affordable and community housing, and homes for the Canadian middle class.
Naawi-Oodena Development Moves Forward
Today, Doug Eyolfson, Member of Parliament for Winnipeg West, and Ben Carr, Member of Parliament for Winnipeg South Centre, announced that Build Canada Homes is now accepting Requests for Qualifications (RFQ) for the partial redevelopment of the Naawi-Oodena property.
The earmarked parcel on the Canada Lands Company (CLC) portion of Naawi-Oodena will deliver 320 new homes, as part of the larger site that will provide approximately 2,100 homes in total.
Naawi-Oodena represents a landmark partnership between Treaty One First Nations and Canada Lands Company — a vision to create a vibrant, inclusive community that respects Indigenous culture while meeting Canada’s growing housing needs.
Build Canada Homes will leverage public lands, attract private capital, and support modern manufacturers to accelerate construction and deliver the homes Canadians need.
