Kathleen BlueSky is Cree and Anishinaabekwe from Nisichawayasihk Cree Nation and Minegoziibe Anishinaabe First Nation. She is a respected First Nations executive, nation-builder, and strategic leader recognized for advancing Indigenous economic development, governance innovation, and self-determination across Canada.

As Chief Executive Officer of Treaty One Development Corporation, Kathleen leads one of Canada’s most ambitious First Nations-led economic development initiatives. She is responsible for advancing transformative projects that strengthen First Nations prosperity through strategic partnerships, investment attraction, community development, and the creation of long-term own-source revenue opportunities. Her leadership has been instrumental in positioning Treaty One Nations as a national model for Indigenous-led economic reconciliation and collaborative development.

With more than two decades of executive leadership experience and a Master of Business Administration from the Asper School of Business, Kathleen has successfully led complex, multi-government and multi-sector initiatives spanning governance reform, major infrastructure development, investment strategy, policy innovation, and organizational transformation. She is widely respected for her ability to bring together First Nation leadership, governments, industry, and community partners to build consensus, navigate complexity, and deliver meaningful, lasting results.

Kathleen’s work is grounded in the principles of self-determination, nation rebuilding, and Indigenous economic sovereignty. She is known for combining strategic business expertise with Indigenous values to create solutions that generate sustainable economic, social, and cultural benefits for First Nations communities.

Beyond her role at Treaty One Development Corporation, Kathleen serves as Chair of the First Nations Market Housing Fund, a $400 million national initiative supporting market homeownership opportunities for First Nations,and is the founder of Wiijii’idiwag Ikwewag (Women Helping Each Other), a non-profit organization dedicated to empowering Indigenous women through leadership, mentorship, and mutual support.
