Formed in 2023, Treaty One Nations Inc. (T1N) represents the seven signatory First Nations of Treaty No. 1. T1N advances collective self-governance, cultural preservation, and community well-being, while overseeing the development of the jointly held Treaty One Lands.


POSITION SUMMARY

Reporting to the Executive Director, the Program Manager is responsible for leading the planning, implementation, and administration of the Mino’Ayaawag Ikwewag Entrepreneurship Grant Program.

This role oversees grant delivery from intake to reporting, ensuring compliance with funding requirements while supporting First Nation women entrepreneurs across Manitoba.

The position plays a key role in advancing economic participation through culturally grounded, transparent, and accountable program delivery.


KEY RESPONSIBILITIES

  • Lead the development and delivery of the entrepreneurship grant program
  • Establish and maintain program policies, procedures, and operational guidelines
  • Oversee full grant lifecycle including intake, screening, adjudication, and disbursement
  • Coordinate adjudication committees and ensure fair, transparent decision-making
  • Monitor program performance, outcomes, and funding distribution
  • Provide support and guidance to grant recipients
  • Manage program budget and maintain accurate financial records
  • Prepare reports and ensure compliance with funding agreements
  • Collaborate with partners including T1DC, WTEC, government, and community stakeholders
  • Support program evaluation, impact measurement, and continuous improvement
  • Contribute to outreach, communications, and accessibility of the program

QUALIFICATIONS

Education

  • Bachelor’s degree in Business Administration, Economic Development, Public Administration, Indigenous Studies, Community Development, or a related field
  • Equivalent combinations of education and experience may be considered
  • Additional training in entrepreneurship development, grant administration, or program evaluation is an asset

Experience

  • Minimum five (5) years of relevant experience in program management, economic development, or grant administration
  • Experience managing government-funded programs and reporting requirements
  • Experience developing and implementing programs or initiatives
  • Experience with funding programs and adjudication processes is an asset
  • Experience managing budgets and preparing reports
  • Experience working with Indigenous organizations and stakeholders

Cultural Knowledge

  • Understanding of First Nation governance, Treaty relationships, and community realities
  • Awareness of barriers faced by First Nations women entrepreneurs
  • Knowledge of culturally grounded, community-led program approaches
  • Respect for cultural protocols and community engagement practices

SKILLS & COMPETENCIES

  • Strong project management and organizational skills
  • Effective communication and stakeholder engagement
  • Ability to apply culturally grounded approaches in program delivery
  • Proficiency with Microsoft Office and reporting tools
  • Analytical thinking and problem-solving
  • Attention to detail and ability to manage multiple priorities
