Salary: $80,000 – $120,000

POSITION SUMMARY: The Director of Human Resources is employed to ensure the successful leadership and management of the human resource functions of the nation, as per the nation’s Human Resource Policy and Procedures and overall strategic direction set by the Chief and Council.

DIRECT REPORT: The Director of Human Resources reports directly to the Chief Administrative Officer (CAO).

SCOPE OF AUTHORITY: The Director of Human Resources is fully authorized to ensure the successful human resource functions of the organization in working directly with all Program Directors and Managers of the First Nation, as well departmental employees as needed.

LEADERSHIP:

  • Participate with the Chief Administrative Officer, and Chief Finance Officer (CFO) as well as Program Directors and Managers in developing a vision and strategic plan to guide the organization
  • Identify, assess, and inform the CAO of internal and external issues that affect the organization. Act as a professional advisor to the CAO on all aspects of the organization’s activities
  • Foster effective teamwork between the CAO, CFO, and all Program Directors and Managers
  • Represent the organization at community activities to enhance the organization’s community profile as directed by the CAO

OPERATIONAL PLANNING AND MANAGEMENT:

  • Participate in drafting of policies for the approval of the Council and prepare procedures to implement the organizational policies
  • Review existing Human Resource policies with Program Directors and Managers on a semi-annual basis and recommend changes to the Council as appropriate
  • Ensure that employee, client/member, financial and volunteer files are securely stored and privacy/confidentiality is maintained
  • Oversee the planning, implementation and evaluation of the human resource programs, and ensure effective function of these programs so that they contribute to BON’s mission/vision and reflect the strategic priorities of the nation

REPORTING:

  • Prepare a brief monthly written report summarizing the activity of the Human Resource program and provide the report to the CAO to present to Council
  • Prepare monthly summary of existing, new and exiting employees; summary of employee complaints and grievances
  • Prepare reports for federally legislated requirements for Canada Labour

PRIMARY DUTIES AND RESPONSIBILITIES (NATURE AND SCOPE OF WORK):

  • In consultation with Program Directors and Managers, determine staffing requirements for organizational management, program delivery, and operations
  • Oversee the implementation of the Human Resources policy, procedures, and practices, including the development of job descriptions for all employees
  • Establish a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations
  • Work with applicable leadership/employees to recruit, interview and select staff that have the right technical and personal abilities to help further the organization’s mission
  • Administer and manage Human Resources electronic digital database and software and ensure user authorizations, protocols and usage policies are effectively implemented.
  • Ensure that all new employees receive an orientation and appropriately administer onboarding unto the organization and that essential training is provided
  • Implement a Performance Management process for all BON employees which includes monitoring the performance on an ongoing basis and conducting an annual performance review
  • After consultation CAO and/or managers, release staff when necessary, using appropriate and legally defensible procedures. Ensure adherence and compliance with established BON Human Resource policies and applicable legislation
  • Coordinate hiring procedures such as recruiting, setting up the selection committee, interviewing, testing, reference checks, etc.
  • Administer personnel records and employee provisions and entitlements such as employee evaluations, annual leave, traditional spiritual leave, promotions, reclassifications, etc.
  • Oversee the salary administration program to ensure compliance and equity within the organization
  • Create and maintain positive employee relationships
  • Develop and implement best practices for employee development, performance management, leadership development, compensation, and recognition programs and ensure compliance with Occupational Health & Safety standards and regulations
  • Establish a positive, healthy and safe work environment in accordance with all appropriate legislation, regulations and employee safe workplace standards
  • Coach and mentor staff as appropriate to improve performance
  • Keep up to date in changes to provincial and federal labor standards and regulations
  • Advise, establish, plan and implement appropriate Employee Assistance Programs (EAP) for the general health and well-being of BON employees
  • Conduct periodic reviews of employee personal files for compliance and ensure completeness of required documentation
  • Plan, establish, maintain appropriate procedures for handling employee complaints and grievances
  • Ensure policies concerning code of conduct, ethics, conflict of interest are applied in matters concerning organizational planning, selecting, awarding and overall employee activity and behavior

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE, AND SKILLS:

  • At minimum, the Director of Human Resources must possess a post-secondary designation (BA, Certified Human Resources Professional, AFOA designation, etc.) with 5 years on the job work experience in a similar position
  • CHRP or CHRL designation is highly desirable
  • Working knowledge of Leadership and Management principles and practices
  • Working knowledge of Human Resource Management principles and practices
  • Working knowledge labour standards and relevant federal and provincial legislation
  • Proficiency in HRIS software such as Workday, ADP, or similar systems
  • Knowledge of current community challenges and opportunities relating to the mission of the organization
  • Knowledge of Ojibway language and culture is an asset
  • Strong understanding of Indigenous cultures, traditions, and governance structures

Willing to submit to a pre-employment drug test and future random drug testing.

Knowledge of traditional ceremonial practices an asset.
